There are no royalties that will be paid later. If I pay someone 1k to do my album art hell be most likely very motivated to do a good job and be punctual. If I pay someone 50 bucks for the same work the motivation and timeliness is usually not comparable.
It seems they are not that famous.

If a track is pulled from a Various Artists compilation for example I need to assign artwork for that track from the album it originally appeared on not from the compilation. But yes if they have a license for r years and they re-release the album after that they need to renegotiate for payment of course this can be included in the original license. Say the artist wants 30 per hour and works 15 hours.
